It's only in Windows XP. To find it, open up "my computer" then navigate to C:WINDOWSSYSTEM32oobeimages. then scroll all the way down and you'll find a file called "title.wma." That's the song I used in this video.If you don't have Windows XP, you might be able to download an MP3 file of this song, which is called "Windows XP Welcome Music." I don't know of any sites that let you download this song directly, but there is a site called Keepvid.com that can extract the audio from any video for download. Go to http://www.keepvid.com, copy/paste this video's URL into the text field, and then click the download button.
